Feb. 20 Council Update: Meadows Parkway reconstruction, special election, stormwater improvements an


Your Town Council representatives meet twice a month, and during those meetings Councilmembers make decisions that impact residents and business owners. Stay up-to-date on those decisions with this meeting summary.

Here are some highlights from this week’s meeting.

Construction contract for Meadows Parkway reconstruction approved
Maintaining the community’s roadways for safety and efficiency is important. Tuesday night, Town Council unanimously approved a contract for the reconstruction of Meadows Parkway, between U.S. 85 and Prairie Hawk Drive.

The concrete pavement, which was installed in the 1980s, has reached the end of its life. Crews will tear out the concrete and replace it with asphalt. Construction is expected to begin around Memorial Day and continue through August, depending on weather.

Special election set for at-large Mayor structure details
Town Council approved Tuesday two ordinances necessary to hold a special election and finalize details for the at-large Mayor Town Council structure.

The special election is necessary to follow-up the November 2017 election in which voters approved an at-large Mayor structure. While the election changed language in the Charger regarding the overall structure of Town Council, the citizen-initiated petition that provided for that election did not identify elements such as qualifications for Mayor (age, residency, voter status, etc.) and a timeline for the transition to the new structure.

Tuesday Town Council officially set a special election for Tuesday, May 15, and approved the language of the ballot questions. Learn more at

Stormwater improvements construction contract approved
Protecting the community from flooding is an important priority for Castle Rock Water’s Stormwater Division. Town Council unanimously approved a construction contract to begin stormwater improvements along the Douglas Lane Tributary.

The project includes stream stabilization and erosion protection along the drainageway between Plum Creek Boulevard and the confluence with East Plum Creek, and improvements to the existing Heckendorf Regional Detention Pond. Construction is scheduled to begin in March and be complete this summer, weather permitting.

ACC collaborative campus
The goal of a collaborative campus where students and career professionals in Castle Rock have local access to higher education and workforce training moved another step forward Tuesday night. Town Council officially approved the exterior design and appearance of the Arapahoe Community College collaborative campus.

Arapahoe Community College gave a presentation on the outside appearance of the $40 million campus to be located near the Castle Rock Adventists Hospital in The Meadows. The joint project among the Town, Douglas County Schools, Arapahoe Community College, Castle Rock Economic Development and Colorado State University will help connect educational resources at one location.
