Town considers locations for next neighborhood park
A park means so much more to a neighborhood than just providing playground equipment. It becomes a central gathering location and a place where memories are made within the community. The Town is now in the process of selecting a site for next neighborhood park.
The Parks and Recreation Master Plan establishes services levels for neighborhood parks. While metro districts and schools also provide neighborhood park access, the Town sets aside eight acres for every 1,000 residents. This action helps ensure that residents will have close access to neighborhood parks once the Town is fully built-out.
Funding for new parks
Funding sources for the construction of new parks is different than the funding sources for the renovation and maintenance of existing parks. New neighborhood parks are funded through impact fees. Impact fees are imposed on new development projects to help fund the costs of providing public services, like parks, to those new developments. The Town receives $3,849 per 3,000-square-foot single family home to be applied to the construction of new parks and recreation facilities.
For the next project, the Town anticipates developing five to eight acres of parkland within an allotted $2 million budget.

Public input drives selection process
The Parks and Recreation Department anticipates developing five to eight acres of parkland within an allotted $2 million budget. To select the next park site, staff constructed a prioritization matrix to weight various criteria and provide a site comparison analysis. Each site was ranked by the established criteria. The criteria were then weighted accordingly:
- Current population density and anticipated growth rate within a half-mile radius - 30%
- Public amenities that exist within half-mile service radius - 25%
- Private parks that exist within half-mile service radius - 15%
- Access to open space and trails within half-mile service radius - 10%
- Recreational programming potential - 10%
- Anticipated cost of development - 5%
- Operating budget impact - 5%

Learn about the public outreach process
Informational public meetings to discuss the selection process and decision making criteria were held Monday, Aug. 21, 2017 and Wednesday, Aug. 30, 2017 at the Millhouse at Philip S. Miller Park. Approximately a dozen residents attended each meeting.
In addition, an online survey was posted to the Town of Castle Rock's website, and total of 547 submissions were received. The following information provides a summary of the survey results.

Staff also presented background information for site selection to the Parks and Recreation Commission on Wednesday, June 21, 2017 and Commission members toured each of the potential sites at the Aug. 16, 2017 meeting. Based on staff analysis and the public input, the Parks and Recreation Commission voted unanimously to recommend the site in the Meadows Filing 18 neighborhood on Sept. 20, 2017. The Meadows Filing 18 site is located adjacent to Aspen View Academy Charter School, west of the the Low Meadow Boulevard and Red Hawk Drive intersection.
The Parks and Recreation Commission and staff will soon recommend to Town Council that the Meadows F 18 Lot 2 site be selected for development in 2018. This park has the largest surrounding population. In addition, because the Town will only be able to develop roughly five to eight acres of parkland with an allotted $2 million budget, the small site may make it the best fit for available funding.
- The Parks and Recreation Department will present a recommendation to Town Council for selecting the next neighborhood park site for development on Tuesday, Oct. 17. Based on staff analysis and public input, the Department will recommend selecting Meadows Filing 18 Lot 2. Council meetings are open to the public. Meetings begin at 6 p.m. and are held at Town Council Chambers at Town Hall, 100 N. Wilcox St. Please view agenda information online.
- Once Council makes a final recommendation, the Parks Department will issue a Request for Proposal to obtain bids and begin the design process. The Department will seek public input on design elements.
- Construction will begin in 2018 once a final construction contract is approved by Town Council.
